PROPERTY TAX RATE
HISTORY
The maintenance and operations (M&O) component of the property tax rate is used to fund the general operating costs of the City. The interest and sinking fund (I&S) rate, sometimes referred to as the “debt” rate, is used to repay the City’s general obligation (tax-supported) debt.

DEBT SERVICE
REQUIREMENTS BY FISCAL YEAR
Repayment of the City’s long-term debt comes from a variety of funding sources, most notably of which is the interest and sinking fund (I&S) portion of City property taxes. In addition, the Sealy Economic Development Corporation has contractually agreed to contribute funding toward the repayment of the City’s Series 2003 Certificates of Obligation and also the Series 2010 Certificates of Obligation. The City of Sealy and Austin County each have pledged property taxes collected within Tax Increment Reinvestment Zone No. 1 (TIRZ #1) toward repayment of the City’s Series 2003 General Obligation Refunding Bonds. The 2009 Lease/Purchase obligation is being funded by revenues generated from the City’s general fund since a street sweeper had been acquired for that fund. The 2011 Lease/Purchase obligation is being funded by revenues generated from the City’s municipal drainage utility fund for a track-type tractor that had been acquired for that fund.

MONTHLY SALES & USE
TAX REVENUE COMPARISON BY YEAR
Those doing business within Sealy’s City limits generate sales and use taxes on goods and services that they sell, which they collect and remit to the State Comptroller on a periodic basis. In turn, the State Comptroller processes and submits the City’s portion of those taxes within two months of the end of the respective reporting period. For example, sales and use taxes that the City of Sealy receives in February each year are actually those that had been collected in or through the prior December. The chart below shows tax monies that the City actually received in those respective months.

LOCAL HOTEL/MOTEL
OCCUPANCY TAX COLLECTION HISTORY
The hotel/motel occupancy tax covers hotels, motels, and bed and breakfasts, as well as condominiums, apartments, and houses rented for less than 30 consecutive days. The State Comptroller's office collects and administers the state hotel tax, while the City of Sealy is responsible for collecting its own local hotel tax. Local establishments remit the local taxes they collect to the City on a quarterly basis.

REQUESTS
The City Secretary’s office is responsible for the care and maintenance of all City records. These records include all City Council minutes, agendas, ordinances, resolutions, deeds, easements, plats, contracts, and historical information. The City Secretary is designated as the City’s Records Management Officer by City ordinance. This designation makes her responsible for developing and administering a records retention and destruction policy, monitoring the records storage area, and overseeing the control of electronically stored records. In addition to these responsibilities, the City Secretary responds to numerous requests for City records filed each year under the Texas Public Information Act.
